Evictions are expensive and time consuming that can ruin a tenant’s credit without any guarantee that the landlord will recover any lost rent, or quickly find another tenant. What if there was a way to mutually avoid eviction despite missed rent payments? The recent pandemic raised awareness of how tenants and landlords can work together to avoid eviction during periods of financial hardship. A Rent Repayment Plan is used by tenants to repay missed rent payments over the remaining term of the lease. Landlords benefit from keeping a valued tenant who, without fault of their own, faced sudden financial difficulty. If the landlord is willing to help out a tenant experiencing financial hardship, a Rent Payment Plan is simply a legal contract that obligates the tenant to repay what they owe over time, such as monthly installments. For the past few years, the Corps has been working on what is known as the Restructured Upper Mississippi River-Illinois Waterway Feasibility Study, the heart of which is a multibillion-dollar proposal to double the length of up to a dozen locks on the river. The Research Council first reviewed the feasibility study in 2001 during controversies over the accuracy of models being used by the Corps to justify lock expansion based on increased demand for barge transportation. More than 100 million tons of cargo--half of it grain destined for international markets, the other half goods such as construction materials, coal, and chemicals--are shipped along the navigation system each year. The locks, which along with dams allow barges to traverse uneven river depths, were originally designed for "tows" of barges up to 600 feet long, but the length of a typical tow has increased, forcing the Corps to look for ways to relieve congestion. The book finds the U.S. Army Corps of Engineers has made good progress in broadening its proposed plan for navigation improvements on the Upper Mississippi River-Illinois Waterway system to give greater consideration to ecological restoration. However, the plan still does not provide sufficient economic justification for expanding locks on the rivers because of flaws in the models the Corps used to predict demand for barge transportation. Little attention is paid to inexpensive, nonstructural navigation improvements that could help better manage existing levels of barge traffic. The revised plan has been usefully expanded to include many creative and potentially useful ecosystem restoration measures. These measures, however, should be more firmly grounded in river science principles and more broadly consider ways the river's ecology might affect or be affected by navigation, recreation and other uses.

I started this book about two years before I decided to retire. My regular job at that time was the daylight Geismar road switcher. A nice young man was my student engineer and I taught him many things to help him become a very good locomotive engineer. He was very appreciative and he loved the thought of becoming an engineer. Because my young student was rapidly becoming better with each passing day, I wasnt working very hard at Geismar. Therefore, I was doing a lot of work on my book at home each day. In spite of all these facts, I wondered if I would ever get my book published. The more I thought about it all, I kept getting frustrated, discouraged, and those feeling prompted me to place my book on the top shelf of my bedroom armoire. My book stayed there for a long time. Then one day, after a lot of years of enjoying being a man of leisure, I started thinking - perhaps I should start on my book again. Even after I began writing again, I had many times that I would get discouraged, like most would-be authors. Then, my youngest son Philip introduced me to a very gracious, very sweet lady who said that she was going to help me. About the time I had just about finished my book, I took it to her lovely home so she could read it. The next time we saw this sweet lady, she informed Philip and me that she had edited every page and there was to be no charge! I was overwhelmed! Both Philip and I really appreciate all the very helpful things she has done for me and my book. She has given lots of sage advice, and she has made lots of great suggestions that we deeply appreciate. Without her wonderful help, this book would have never have been published. The Illinois Central Railroad (ICRR) operated approximately 600 miles of mainline track throughout the Commonwealth of Kentucky, stretching from the Mississippi River to the central part of the state. In addition to Louisville, the state�s largest city, the ICRR also served dozens of small towns. Kentucky�s economy was built around coal mining and farming, and the ICRR played a major role in both industries. ICRR�s coal trains served as a conveyor for Kentucky coal moving to Midwest factories, and the road hauled a wide variety of agricultural products, including tobacco, grain, and fresh fruit. No mention of the ICRR would be complete without discussing the fleet of fast passenger trains that whisked Kentucky residents to and from distant cities. To maintain the locomotives that hauled all these trains the ICRR operated one of the nation�s largest locomotive repair shops in Paducah.

Civil War Soldiers of Edgar County, Illinois: Harrison and William Nay tells the story of two brothers who served in the Civil War and wrote home to their sister from their places of duty. One was young, single, and a volunteer in 1862. The other was forty, married with six children and one on the way, when he was drafted in 1864. The younger was captured in the Battle of Chickamauga and spent nine months in Confederate prisons, finally dying of scurvy at Danville, Virginia. The older was drafted three months after his brother died in 1864 and served in the Army of the Cumberland participating in the Battles of Franklin and Nashville. With the end of the war in April 1865, the older brother was mustered out of the service and returned to his home in time to celebrate the Fourth of July.  There he became a large and prosperous farmer until his death in 1898.This is also the story of their sister, Lucinda (Nay) Yowell and her descendants, who preserved the letters until they came to the attention of the author some 150 years later. All of the chainges are studied in teh contest of the Illinois Board of Higher education (IBHE) mandate for library resource sharing throughout Illinois' academic libraries to reduce expenditures while maintaining quality scholarship and education, and of the effects these changes had on library services to the user population.The process of implementing LCS is studied to show the way in which the library administration handled the various crises as they arose and what effects these decisions had on the long-term structure of the system. Following implementation, it continues to study the subsequent developments of the online computer system to increase service to the library's users. In addition, three doctoral dissertation are examined which used LCS as a research tool for the study of collection and use patterns in academic libraries. Finally, the author examines the results of automation at the University of Illinois at Urbana-Champaign in the context of the academic community and the state of Illinois at large, and draws conclusions from them.

This book was inspired by a report in the Chicago Tribune in November 25, 2019. The newspaper asked, “Who is actually running Illinois state government? It’s not the administration. It’s not the department heads. It’s the public employee unions.” Well before these comments appeared I had become a victim of the union I belonged to which was the Illinois Federation of Teachers. I spent years trying to find out about the obligations unions have to dues paying members. I learned that the United States Supreme Court held that unions must back their constituents. I was harassed by my employer, a school district in Illinois, and asked the union for help. I was ignored and filed my own First Amendment law suit in federal court in Chicago. A federal judge’s memorandum held that my case was meritorious and should proceed to court. Armed with that decision I again asked the union for legal help, but was refused. I reported the unions disregard for the ruling to the FBI and was told, “This case belongs in federal court.” The agency made it clear to me that the union was in violation of federal statutes. I determined that unions in Illinois are saving money by not filing law suits for members who have had their civil rights infringed by unscrupulous employers. This plot enables unions to pay union employees outrageous salaries and contribute to campaign funds of politicians who favor union control of Illinois government. Explained within chapters in the book are moves unions have made that has allowed them to, over the years, get control of Illinois government. How this control came about is a mystery to citizens. The Untold Story About How Unions Took Over Illinois Government is an attempt to clarify and expose what has to be a silent insurrection.

With roots dating back to 1851, the Illinois Central Railroad (IC) transported millions of passengers and countless tons of freight. Most trips were completed without incident. However, there were occasional mishaps, including derailments and collisions with other trains or highway vehicles. Most accidents were minor, while others made the national news, such as the October 30, 1972, collision of two commuter trains in Chicago that killed 45 passengers. The IC frequently had to deal with flooding, for the railroad ran in close proximity to several major rivers. In January and February 1937, much of the southern half of the railroad was shut down because of flooding on the Ohio and Mississippi Rivers. This book depicts many of the accidents that have taken place along the Illinois Central through the years. The photographs are drawn from numerous sources, including the railroad's own photographers, amateur photographers, and photography studios.
